Every month after the release of the monthly visa bulletin, DOS Visa Office Chief Mr. Charlie Oppenheim provides his insights to AILA on the trends, movements, predictions, etc. regarding the usage of immigrant visa numbers. The following are his most important insights following up on the publication of the March 2020 visa bulletin.

F2A is still current worldwide in March. Charlie notes that demand has subsided for the category, meaning the need to impose a Final Action date will not soon be needed as previously predicted. F2B Worldwide is steady with no significant changes.
Demand for family-based visas for Philippines is still very low. All family categories advance 5 months and F2A remains current. Charlie cautions, however, that a heavy surge in demand could cause significant retrogression in Philippines family categories, citing the previous 7 month retrogression of F4 Worldwide after a similar lull.
F4 Worldwide (excluding India) will hold its July 1, 2006 Final Action date in March and will likely remain that way for the coming months. Advancement will be possible in the second half of the fiscal year. F4 India advances two weeks to December 8, 2004.
EB-1 China advances one week to June 1, 2017 and EB-1 India two months to March 1, 2015.
EB-1 Worldwide (excluding China and India) advances 3 months to March 1, 2019. Provided current trends continue, Charlie anticipates significant advancement in April and possibly the category becoming current in Summer 2020.
EB-2 China advances 1 month to August 15, 2015 and EB-2 India three days to May 22, 2009. The rest of the world is current in March and will require a Final Action date by June 2020.
As predicted, EB-3 and Other Workers Worldwide have a Final Action Date. Charlie predicts that there will not be any forward movement in the near future as well. It is possible that its resources will be diverted to EB-2 and EB-1 processing, creating demand.
EB-3 China advances 7 weeks to March 22, 2016 and EB-3 China Other Workers advances one month to June 1, 2008. EB-3 India, including Other Workers, and advances 1 week to January 15, 2009.
Charlie says that EB-5 China applicants are slow in becoming documentarily qualified. As a result, the final action date was moved forward 4.5 months to May 15, 2015. Charlie also notes that the coronavirus outbreak caused the Guangzhou consulate to close temporarily, which could slow down processing.
EB-5 India moves to October 15, 2018 and EB-5 Vietnam advances to January 15, 2017.
